Is this cover under Paypal policy?

A zero feedback account buys a high price coin and ask me send it by Express Mail with insurance and have the package held at the Post Office for pickup.
I said I won't ship for a few days, not until the funds goes into my bank account. And that was ok with him, his reason for Express mail was that he wants the coin to arrive safely and does not want the mailman to be traveling with the coin all day.
I google the name of the buyer, it match the phone # and address of that person. The person also called me from that phone # (caller ID).
Is it ok to ship by Express mail?
Or forget what he wants and just ship Priority Mail with Insurance with Restricted Delivery?

Express mail really is very secure. As a result insurance rates on it are the same as registered.
If he isn't in a hurry, is ok with the funds clearing, his ID matches the paypal ID, then it sounds like all you need to worry about is a guy with a fake ID picking it up. Identity theft?

Do whatever you are comfortable with but PayPal will not cover you unless the address that you send to is confirmed.

If you ship as he wants, all he has to do is file unauthorized charge and you're screwed.

No. I think those saying you're at risk don't realize you're still shipping to the confirmed address, just having it held. BTW, how do you do that?
1.) Once Auction ends go to EBay’s "Find Contact Information" and get that sent at once.
2.) Make sure the Buyer is a Person's Name not a Company. This is important!
After Payment make sure Buyer is Verified !! If not, stop all shipping and refund.
Make sure address is confirmed, if NOT but buyer is verified, contact the buyer by phone from info obtained from EBay.
No phone number, do not ship until you get one.
Use Google Earth to view location coin will be sent. If it is a Junkyard, chances are your coin is going to be scammed. You would be surprised that just this verification by Google will save you a ton of headaches.
If winner’s name is different from PayPal’s verified name, you will need to call. Sometimes this happens, wife buying for husband, but .01% of the time it’s a scam.
3.) Depending on weight, use ONLY First Class or Priority Mail so you can use Restricted Delivery.
4.) Ship in a Box, not a Padded Envelope or anything NOT a Box. This is so any Insurance Claim is valid. Read the rules and you will agree with this because the rules to collect Insurance require a Box. I know this sound s nuts, but read fine Print.
5,) Ship with Insurance only to protect against Postal Service Mishandling.
6.) Get Delivery Confirmation for 65 Cents, this allows you to track the Package on line. This is the Green Sticker
7.) Wrap in Brown Reinforced US Postal Tape, use a US Postal box that can be turned inside out and you save getting charged ;>
8.) Write address by hand + return address clearly and write on package "Restricted Delivery" Do this in case you for get to get it and in case the Postal clerk forgets to stamp it. If he charged you, but forgot to stamp it, the Carrier will still be reminded.
9.) Save Receipts! You will end up with three pieces of Paper, the actual Postal Payment receipt with all of the vitals such as weight, time out, Insurance #, Tracking Number. You get a Blue Insurance Receipt with a number. NEVER send that to Buyer, it’s not for them, its for YOU, incase you have a problem with Post Office. A Bad guy can use that against you!. Green Confirmation Number is the actual tracking number that you can send to Buyer if you want.
10.) When in doubt run to Post Office ASAP with Form 1509 to Recall the Mail. This is the second time I have done it!

If they're a scammer, don't ship it. If they aren't a scammer, then ship it the way they want. Don't do something in the middle as a compromise. I see managment making that mistake all the time. --Jerry

For regular Express Mail, they check the ID only to verify the address, not the addresee. If you ship it as he wants, I guarantee you're going to get screwed. THIS IS A SCAM.

Only Restricted Delivery could solve the addresee problem but the cannot be use for Express mail.

This is incorrect. DC does not track the item. The only scans that are required by the service is one stating that the item was mailed and one saying that the item was delivered. Yes, packages- mainly Priority Mail shipped in USPS provided packaging, with DC do sometimes get scanned while en route and this information will show up online. This is mainly because Priority Mail will often travel with Express Mail. EM is scanned every step of the way and the sorter will scan whatever they pick up with a bar code. The scanner's attach via velcro on to the tops of their hands and the EM comes in carts. All they do is take it out, scan it and throw it on the belt or bin for the next cart. In other words, it takes no extra effort to scan a DC label when they are already scanning an and every USPS bar code that they see.

PayPal doesn't care who, if anyone, signs for it which is why items routinely get sent 1st Class and Priority Mail with Delivery Confirmation.
If you choose to use signature confirmation, you will need to purchase Return Receipt if you want a copy of it. Otherwise you won't receive a copy and should you need it you will then have to pay a fee at the PO to get it.
Yes, when mailing via Express Mail, you are able to have it held at the PO. I do not know if they need you to address it to the person c/o General Delivery or if you would still address it to the person's home address. That is a question for the PO. If they require it to be sent to General Delivery then no, PayPal will not protect you.

Our local PO is only open from 8-4 for pickup, so guess what happens when you send it to my home with signature required. You guessed it, it has to sit at the PO for up to 5 days before I can get there on a Saturday AM. And if I win something and I'm getting ready to go to the Shanghai or London ofice I want it shipped express to my office so it arives before I leave.
And I don't think I'm a scammer, just someone with a full life that really doesn't have time to spend an hour a day trying to get to the PO when they are open. But many of you can't sell to me because you will automatically think I'm scamming you, oh well...

I fully agree and often ship to unconfirmed addresses for my good customers. I will call a new customer and chat for a few minutes before doing this. If you want to make it easier on yourself have one of your credit cards billed to your work address and then make work a confirmed address.

That is because a signature is already required with EM unless it is waived by the sender.

I saw that too. But in the past, I was able to view the signature on line with the Express # that I get from the P.O. Maybe they can only do that when you take it to the P.O.

I did ask him to Express mail me a MO but he said he was using that Live.com rebate.

I also email Paypal yesterday and got a reply today, according to the e-mail, I would NOT be cover under the PayPal Seller Protection Policy.
So in case someone else is in this situation, I will assure you that you will definitely get a sold answer from Paypal, it would be a yes or a no or both.
Anyways, my Post Office will not ship Express mail to be held at that receiving Post Office so it went out the Coinboy way.
