Effort to deal with air pollution for the Beijing Olympics not going well

With less than 2 weeks before the Olympics the Chinese have not been able to get a handle on the air pollution problem.
Cars on the road every other day by odd/even license plate numbers is not going well as it is either being ignored or people with
two cars and odd/even plates are just driving the one that applies to that day negating the whole idea of less driving to reduce pollution.
Air pollution from coal fired electric plants and factories are also causing problems despite efforts to reduce their use.
It is possible that some athletes will be wearing masks to deal with the problem in outdoor venues.
