OT: Need some Russian translation

I recently got this in a group of banknotes. A friend took a look at it and believes it to be a passport from 1899. Could any forum member provide a translation of the piece (especially the hand-written text and the name)? The page that's horizontal is perforated at the top...apparently so that it could be removed from the rest of the pages. All the pages may have been together at one time as they are about the same size and color. They are quite worn and dog-eared. Spasibo!

Tough to read, but it appears to be "Zagranichniy Passport", or International Passport. The first page appears to be an individual trip ticket that lists that it was issued by the governor of Minsk in January of 1899 to (can't decipher the first name) Goldberg. It appears that Mr Goldberg left the country and never returned (there's a stamp for departure, but no return stamp). 5th page down states that the presenter of this passport is a Russian citizen, lists his position as "meschanin" (small worker or trader) and says that he's planning to go abroad.

I can't decipher a lot of it, sorry.
