I cannot find it if I have asked this before, but can anyone give me any ideas about this medal?

Vicompte (Viscount) Claude-Laurent Bourgeois de Jessaient 26 Apr 1764- Jan 9 1853 was a good buddy of Napoleon. He was made baron and viscount by him. V. C. L. B. J. was appointed prefect of the Department of Marne, again by Napoleon, and served continuously for 38 years from 1800 to 1838. This what the obverse inscription states.


The reverse I would translate as:

Dedication of the Monumemt
Raised
To his Memory
by the Residents
of the Marne
1860

Evidently this medal commemorates the erection of the statue to V. C. L. B. J.
