Did the early NGC holders attribute full bell lines on Franklins on their holders?

I bought a small collection of early NGC slabs recently.

None of them have FBL designatons.

I am certainly not an expert in this area.

I believe they started doing FBL's around 1997, and I'm pretty sure they didn't start out using them.

I believe Rick Tomaska convinced them to start sometime in the early 90's.

PCGS started in about May of 1997. I don't recall when NGC started, but I would suspect around the same time.
