Is this carbon spotting?

I've seen people discuss carbon spots often with Lincoln's and was wondering if this was an example.
This is a 1995 DDO MS68RD with three nasty spots. Does this spotting not factor into PCGS grading or could it have developed after it was slabbed? Hard to think a coin could get a 68 with these blemishes.

They can appear at any time and at any moment and is a chemical reaction to some sort of sulfide and yes, they can appear after holdering.
