Where the heck did you get this piece of incorrect information?
There is no charge for crossover other than the standard grading fees.

If I understand this correctly...
Regular = $30
Crossover = $20
The only fee of $20 (that I find) is "Crossover with a Comment"
Any info would be helpful...

Echoes, Crossover is a "TYPE" of submission! Its not something you pay for other than normal grading fees:
ULTRA RARITIES None 2-5 days $500
RARITIES $200,000 2-5 days $200
SHOW EXPRESS $200,000 2-3 hours $200
SHOW $100,000 1 day $100
WALKTHROUGH(In-House) $100,000 2 days $100
EXPRESS $20,000 5 days $50
REGULAR $3,000 15 days $30
ECONOMY (Non-Gold) $300 20-30 days $18
MODERN (1965 to date) $300 20-30 days $14
MINT ERRORS $20,000 25-35 days $40
The $20 fee is for a Graders Comments on either a "ReGrade or a Crossover" but is not required for a "Crossover".
