I could see it in an ANACS VF holder.
Positive BST transactions with: too many names to list! 36 at last count.

Shot VF20....don't expect VF money for it though. There are piles of these "2/3 horn" coins in the market place, and this one has a weak obv with some small marks.

The 26-S is curiously prone to being held to a lower grading standard than any other buff in the series. Many XFs do not have a full horn, I've seen VFs with no more horn than the coin you're showing. But the grading results are a little inconsistent, meaning your coin is not a lock VF by any means. It does look merely fine to me.
Go to the Heritage archives and look at a bunch of 26-S coins in circulated grades. You'll see what I mean.

Sorry, didn't mean to rain, but was trying to share some knowledge. I have 3-4 like this or a little nicer, that I've paid $65 to $125 for. I've seen coins like this in NGC VF20 slabs lanquish in dealer's inventory even when offered at least $100 below VF Bid levels. But it's certainly a decent enough coin for mid grade circ set, and if the OP got it at a good price, so much the better.

For those of you grading this coin "FINE", I'd like you to point me to what you consider to be a sold VF-20 of this particular date.

A grade of VF is allowable due to the strike characteristics; however will be very difficult to get a VF price when selling it. Just the way it is.....

I agree in that the real grade is Fine but it would probably grade VF.

I'm not so sure it's been cleaned however. It looks as if it took a major hiatus while it circulated acquiring most of it's wear early, and then after a number of years sitting around and acquiring a patina, circulating again thus rubbing off some of the patina on the high points before being plucked by a collector.
