Need Advice About eBay/PayPal Problem

I’ve been buying and selling on eBay since 1999. I offer PayPal in my auctions and use it also as a buyer – for convenience’s sake and for the consumer protection I thought it provided.
I am currently dealing with an eBay/PayPal problem that was not resolved to my satisfaction. Before I pursue further recourse, I was hoping that someone on this message board, who might have experienced a similar problem, could please give me some direction.
On 6/22, I received a Second Chance Offer on a previously completed auction for a 1961 Topps #300 Mickey Mantle SCDA 6 EX-MT. The price was right ($163.76), so I bought the card the same day using PayPal. Nothing seemed suspicious at all. I figured the original high bidder had reneged and I was the second highest bidder. A photo accompanied the listing and, from what I recall, the seller had a low amount of feedbacks (45-50) with a high feedback percentage (100% or close to it). For what it’s worth, the seller’s name was Paul Matheny with a user ID of baseballpaul44.
On 7/5, I was surprised to get an eBay message from the eBay Loss Prevention Department recommending that I not complete transaction. Obviously, eBay’s warning came way after the fact. The message advised to file a claim with PayPal and I did that immediately. My claim was filed within the required 45 days.
Today, I received an e-mail from PayPal that says in part: “After careful review, we have concluded our investigation of the Buyer Complaint described below. We have decided in your favor, however, we were unable to recover any funds from the seller's account. As stated in the PayPal User Agreement, recovery of funds associated with a Buyer Complaint cannot be guaranteed.”
I’m shocked to think that I’m out $163.76! What happened to the buyer protection that PayPal constantly hypes? I would think that I would have had $200 worth of protection at the very least!
Anyone have thoughts, based on personal experience especially, as to where I should go from here. I do have access to eBay’s telephone support service.

That is currently the standard first-message that buyers receive.
PP will give the seller a few days to make the required deposit;
if he does not do so, PayPal will credit your account....usually
within about 10-days, up to the amount of the BuyerProtection
coverage.
If your money is not credited fast enough to suit you, call PP
and they may expedite the credit for you.

Agree totally.
I refuse to do second chances, for me its too likely that I lost because of shill bidding. Just too many ways to get ripped off here.

Betwee $200 and $2000 is automatic.
In October, the limit will be raised to "the purchase amount."

PayPal is a RICO-Enterprise, BUT the OP will get his money in a few days.
<< <i>Call Paypal and discuss the situation with them. That email is a "glitch" that they don't seem to care much about fixing if I recall correctly. Just call and point out the $200 buyer protection. You will get your money back.

A full refund of $163.76 was received from PayPal on 7/26/08. I am satisfied with PayPal's performance.
However, after nine years of buying on eBay, I had to file a second claim for non-delivery within a span of a month. I realize I've been pretty lucky over the years, but maybe my luck is catching up with me. For what it's worth, the most recent claim involved a 1958 Topps Mantle/Aaron World Series Foes card for $56.27. It appears the seller, gerrysetter, has sold the card twice.
