It does not look like a laminated planchet whatsoever; I believe it's post-mint damage; some liquid on the surface of the coin has caused this effect.

Looks like the wreath fell off the back of an Indian Cent and got lodged on the Obverse die somehow.
I'm 99% sure this didn't happen, but would be cool anyhow. I don't know what that is.
