PSA specials...a quick question

right now PSA is advertising a set registry special 14 bucks per card turnaround time 5 days, hopefully an experianced member here can answer my question since i am a newb to grading' and learning daily i might add! haha

i do not have a set registry account etc.....is the promo strictly for those who are, or can i send in cards under the 14 bucks per and 5 days turnaround? its not to clear to me
