Russian?? medal specialists....help please

Can someone id this one.
Thats as good as the picture can be sorry.
Do you know what this one is and its value

I think it is Romanian, not Russian.

The picture makes it difficult, but playing with the brightness, sharpness & contrast is helpful in making the best of it.



The legend seems to say "(NO?)ZEUL DE ISTORIE EL REPUBLICI SOCIALISME ROMANIA" which suggests to me that the building shown is a museum(?) featuring the history of the Socialist Republic of Romania.

I have never seen this medal before and do not know what it might bring if auctioned, but my guess is that market demand is rather limited.

Thank you so very much. My husband is in Israel right now and he was looking at this medal.
He said that it was Russian. I also said that it looks like it says Romania.
I don't know what they were asking for it. But I will tell him to pass on it
