Ebay Final Value Fee Refund

Does anyone know if Ebay refunds your final value fee if the buyer claims that the item was never received and I have refunded the payment?

    Only if you file a UPI. If you do that and they did pay even with a refund unless yiou file mutually to end the transaction Ebay can suspend your account.

    If it's alot of money, just file a mutual and ask the buyer to cooperate
    in the process.

    I think I messed up. I refunded the buyer's money before filing any kind of thing with Ebay. I wasn't happy with the buyer's attitude and lack of communication throughout the ordeal, and I let him know it. Now, he's acting all offended and he won't accept the UPI, and ebay says I can't get my fee back. It's not alot of money, but it still really pisses me off.
