What percentage of Major Leagues do you think were on steroids and/or HGH before the Mitchell Repor

Many naive fans think that if a player wasn't in the Mitchell report they were clean but we all know better. Recently when I told my son I thought that a certain player was once on the juice he said that it was not true since that player wasn't named in the Mitchell Report. It got me thinking on really how unfair the report was, especially when Bud, my favorite all time Commish, named a Director and part owner of a MLB team as the lead investigator.

Chase Utley looked like he was on pace which IMO considering his frame would have been/will be most immpressive.
