Medal collectors- what is this? Big pics...

I bought this at a show for $1.00, because it looked old and the portraits look similar to the ones used on pattern coins in the 1860's. I once owned a Judd-461 nickel with the Washington bust, and it looks very close. It is the diameter of a small cent. Is this a mint product, and, if so, what is it and when was it made? Also, is it worth more than the $1 I have invested?

Does it measures 19mm?
The obverse was designed/sculpted by Anthony C. Paquet and the reverse by Charles E. Barber.
Is that two different medals or the front and reverse has the two presidents? If it's one coin it took the two best features of the original two and them on one.
The "B" one the truncation of Lincoln is an indicator of Barber where a "P" is an indicator of Paquet.
