What Jubilee coin is this?

Couldn't find it in my old Krause and didn't see anything like it on ebay. Part of a collection I'm selling. Came in a blue felt box with no paperwork or description. No edge lettering either. I would guess it's a proof (that could stand a quick dip) but beyond that I'm lost. Is it a coin? Silver? Worth anything? Any help appreciated. Thanks.

That is the Silver Jubilee medal, I have similar one in a set and I believe it is sterling
