Can you create a PayPal code for buyers to use?

If so, how? I tried searching the PayPal site and couldn't come up with much. I was thinking of creating something for free shipping for board members or a percentage off at certain dollar amount or something similar. I've seen sellers offer that stuff but not sure if it's a merchant account type of thing, or set up via ebay and not PP or what.
