Canadians and math question

Did anyone ever read the stated odds on a retail box of cards? There is usually some sort of "Canadians must answer the following math question," followed by said math question. This is for contests I if I remember correctly. What is that all about? Seems a little odd to me.

now I can see all our American friends here, when they have a contest, asking us Canadians to answer a skill testing mathematical question before declaring us winners.
