shouldn't the mint have to sell coins for their marked value?

if you go to the bank and get any mint roll of any denomination, they have to give it to you for the exchange rate marked on the roll. however, if you buy the same roll from the mint, they up the price on you. is this legal? is there something special about the rolls you get from the mint versus the rolls from the bank? or the bags you get from the bank? why pay more to get them from the mint?

    Quick response: The US Mint wraps the rolls they sell in expensive paper which justify's the nearly $10.00 increase in per roll pricing! Other than that, the coins within the rolls are identical.

    BTW, you cannot order BAGS of Dollars from a Federal Reserve Bank any longer since the US Mint ships these in 2 ton Ballista bags and no longer ships them in $1,000 bags as in the past.
    I decided to change calling the bathroom the John and renamed it the Jim. I feel so much better saying I went to the Jim this morning.
