Topps Vault Proof Card Holders....

I need to buy some more of the same holders Topps Vault uses....
These seen to be security or snap-lock holders. It is rather hard to open
a closed holder...which makes me think they are not meant to be re-opened?

If anyone knows anything about these holders...please let me know

Some of the uncirculated holders are like that.

no, but you could just buy some common uncirculated cards and take them out of the cases.

They are the same ones they use for Etopps cards... You could always hit ebay and pick up some cheap cards and have them shipped to you.

One of my acquaintances has a couple of rolls of 10,000 seals for the etopps/UNC cases, UNUSED still on the roll.
