help PLEASE...2007 TOPPS ALL AMERICAN BASKETBALL SETS

I hope someone can help answer a question regarding the plastic wrap on these sets. Last week i won 2 auctions, 1 for 5 sets and 1 for 10 sets. The first auction of 5 sets arrived and the shrink wrap film is VERY tight and smooth. When the second auction (10 sets) arrived today, I was shocked to find a completely different type of loose wrap. I would be shocked if someone is opening and reqrapping these, but what do you guys think???
