In terms of the way TPGs think, the jump from 64 to 65 is so huge that it's probably limited to 64. Condition rarities, particularly in the Morgan series, *really* have to be "all there" to get the benefit of the doubt in most cases.

It would have a much better shot at 65 as an '81-S than as a '91-S.
