Probably not, but how's about this for an idea.......
I'd buy a smaller oil company with some reserves and a refinery. Then I'd offer much lower priced gasoline for just a small profit. I'd laugh all the way to the bank as folks lined up to buy my product, and it would be especially nice to know that I'd be taking a lot of business away from the likes of Chevron, Shell, etc.

That's what he is doing. $40 billion is approximately $7 USD per person with six billion people on the planet. Maybe that could help Starbucks out, or feed some third worlders for a week, but $7 isn't going to do much for the average American. It doesn't even pay for one coin submission to any of the services.
