It's a gros from the Crusader state of Tripoli, Count Bohemond VII (1275-87).
The inscription should read "+SEPTIMVS:BOEMVNDVS:COMES" and "+CIVITAS:TRIPOLIS:SYRIE"

Someone contacted me about this piece and said his dad, a longtime collector, doesn't remember where he got it from, but he thinks it was given to him by his grandfather who used to live in Europe.
