NGC census wrong? 1917-D Merc MS67 FB

Teletrade has a 1917-D Merc dime in NGC MS67 FB selling today... went to check NGC's census pop report, and they show 171 total 1917-D coins in FB, with a top pop of 2 coins in MS66? Where did this MS67 come from? Or is their census report just wrong? Did a quick check at heritage, and apparantly heritage sold this identical coin back in 1995 (no pictures, but the description fits).

    It is not exactly cheating, I prefer to consider it creative problem solving!!!

    Mechanical error ???
    Figured at MS67 it would have sold but was not - May have been pulled from bidding on it.
