Buy the holder, not the coin?

Opinons on this coin. Is it really a MS66 in your opinion? I say why I think it is not a MS66 later.

I think they meant MS 56.
The American grading services seem to turn a blind eye to dipping, as long as it is properly done and neutralized and the luster 'booms' as a result of it. I think this is a prime example of booming luster that they love to see.
