PCGS coin number question

I went to PCGS to start to submit my 2008/2002 reverse Eagles. I saw they had 2 numbers for this selection, 396411, and 396437. I don't see what the difference is. Can I use either?

    #396437 is for a 1st Strike label. #396411 is a regular label.

    You can only use #396437 if the coins qualify for 1st Strike.
