I never click on ebay mail without signing in on my browser and checking my messages first but today I did and signed in first thru the email. It hadn't finished the log-in process before I realized what I did so I closed it. Then I signed in via my browser and sure enough, there was no mention of this in my messages. I immediately changed both my ebay and paypal passwords and sent the email to spoof@ebay.com and haven't heard back from them yet but I'm convinced it is a apoof mail, it sure looked like an ebay mail .... had my name at the top (not user name) and all the bells and whistles to make it look real.
I never thought I'd get taken in by one these, guess I was wrong, just goes to show you that you can never let your guard down. Here's a copy of a portion of the spoof.

Dear gregseagles,
We wrote you recently to invite you to try out a new program we're testing to reward loyal eBay shoppers. Only a select few were invited, including you.
It's not too late but you must sign up soon, space is running out.
There is no cost to join and there's nothing to do once you've signed up. We'll track your purchases paid with PayPal and your percentage earned from the time of your enrollment to August 14. Then we'll send you an eBay Bucks voucher good for 30 days (8/22-9/21), to splurge on something you want on eBay.
Act now, participation in this test program is limited!
* Some restrictions apply, see terms & conditions for details.

<< <i>I checked MY Messages and nothing in there, thats what convinced me it is a spoof. >>
Sometimes it takes a little while for it to show up. Post your log in name and password here and we'll check it out...

lol
Maybe there is just a lag. I'd still be cautious of any email claiming to be from Ebay or PayPal.

Thanks guys, I feel a little better now.

But it's better to be safe than sorry.
The name is LEE!
I immediately realized what I had done. Now it was a race between me and the scammer to see who could change my password first. He had my old one, so did I. I immediately sent the kids upstairs in the "Don't even think about arguing" voice. I logged in to the real site as fast as I could but couldn't quickly find the change e-mail link. I searched and found it and changed my password before they could. The day was saved.
Whenever I get a login screen that seems at all fishy I just type in the wrong password. If it is a scammer, they won't know it's the wrong one. If it is legit, I'll immediately get the "wrong password" message, then I'll type in the right one.

Before any message or email, I was given this offer when I logged in.
I knew for sure that I was on the real eBay and not some look-alike page, BTW but
just to be SAFE, I logged out completely and then logged back in and the same invitation
was still there - and with each item I consider there is a little rectangle showing me how much
I would save in actual dollars & cents along with a constant reminder of the 3% savings.
Good to be careful and apprehensive though. Can't be TOO careful these days!
