The methodology is not totally clear.
It involves PayPal refunds. Scamster using stolen credit cards is

Read the May 20 and before FB.
google is alive with the story.

An outfit known as Nebraska Books appears to have been running
a "book store," using the inventory of sellers on AMZN and EBAY.
Looks like THOUSANDS of PayPal INRs were filed against sellers
who shipped media mail, WITHOUT Delivery Confirmation. The
scamster then sold the expensive textbooks, and ordered more
books to sell.
A big industry. If he can juggle a deal like that, he could make alot
of money in a legit business.
Page 12 just shows a bunch of feedback from Nebraskabooks.
Can someone post the google story?

A lot of threads talking about a buyer on ebay, and the scam they are running have been disappearing. Forum mods are deleting them to avoid liability. There were a couple good threads on amazon.
Rumor has it that somebody has several ebay accounts, they are buying books for inventory and then doing paypal chargebacks saying they aren't getting their items. They're also cancelling orders immediately after paying - running up charges on stolen credit cards and then getting refunds to the paypal account. Since ebay doesn't allow negatives any more it's hard to see the bad deals, you have to search thru the feedback.
That's all I caught from reading last nite before the threads disappeared. I'm sure there's more I didn't see.
Sellers getting ripped-off is Robin Hood.
That's why Ebay changed it all around.
