PSA return shipping question

This may be a dumb question but I haven't sent in cards for grading for a while and, in the process of prepping a box to send in, noticed something i can't recall seeing before.

In figuring out the return shipping charge using their revised mailing rates, is PSA now charging a per card shipping amount in addition to the Declared Value fee?
In my case, I was planing on sending in 27 tall boys with a declared value of less than $500.
Is my return shipping charge $24.30?
Or should it be, $24.30 + ($0.26/tallboy x 27) = $24.30 + $7.02 = $31.32?

27 tall boys less than $500 total looks like $24.30 to me.
