I noticed that gem grading has their or it's own ebay ID and selling gem graded cards though their feedback rating is somewhat poor for over 5000+ feedbacks, some where around 97.8%

I know who the seller is, and he's not affiliated nor does he own or works for GEM. He just chose the ID because he's an idiot. He's Jason W. of Michigan. He was once a decent seller of BGS and PSA cards (but ships slow) and he got over zealous with trimming and realized, "hey, BGS and PSA rejects all my cards now", so he now sends all his crap to GEM. He probably gets a ridiculous low rate because he sends them in by the thousands. A lot of nice cards and all chopped up.
