PCGS Proof State Quarters With Flag On Holder

Just started this set and I've noticed that some of the slabbed quarters have the state flag on the holder. Are these quarters a special series of some type? Is there any difference in value for coins with the state flag versus those without? Any help would be appreciated.

    State flag holders were/are available from PCGS for a premium. I don't believe they add much to the after market price.
