Is this Shady business or good business?

When a seller (most commonly seen on ebay) takes an already graded card zooms in on it or crops the scan so that you can't tell it's already graded and "flowers up" the potential of the card to sell it. For example: a BGS 8.5 Tom Brady Contenders Championchip ticket card being sold as a potential PSA 10 or BGS 9.5 card?
