I just got some Topps football factory sets with "Collector's Edition" stamps; what does t

I just recently bought a 1999 and 2000 Topps football factory set from BBCE and noticed in both cases, the cards in the sets have a special "Collector's Edition" stamp of some kind on them (and I think later years have 'em too). Are factory sets the only way you can get these and is that the only way factory sets come? I'm just curious is all.

PS: I already know from the Beckett football annual that both these and the regular sets are valued the same.

    Are factory sets the only way you can get these (YES) and is that the only way factory sets come? (NO).
    Collecting PSA graded Steve Young, Marcus Allen, Bret Saberhagen and 1980s Topps Cards.
    Raw: Tony Gonzalez (low #'d cards, and especially 1/1's) and Steve Young.
