endless paypal claim over $40

I bought a 1972 sunoco book and some packs of stickers. The book was trashed, missing pages, torn, stained, water damage. 3 packs short, some were sealed and some were opened. Not quite as described but that happens sometimes.
Emailed the seller, he told me to f off. I started getting foul rude threatening emails immediately.
Filed a claim, here's my claim details. Over a $40 sale. Just amazing that somebody has this much time and paypal lets it go on. If I counted right they have ruled against him 7 times, and he has appealed 7 times.

I didn't even know paypal allowed sellers to appeal after a case is closed. As fas as I know buyers are not allowed to appeal after a case is closed.

I'd love to know how much it cost to retain his "attorney" over a $40.00 dispute (my tongue is planted firmly in my cheek as I know there's no way that statement is valid). Perhaps this "attorney" took the case on contingency...
