Probably a dumb question about Paypal, but need help plz


Sold some items to someone in Czech Republic and they are not a confirmed address for Paypal. Question is, is it just as easy for someone in another country to confirm their address as is it for someone in the US? I'd obviously much prefer them to be, but really do not know the specifics. If anyone could enlighten, I'd greatly appreciate it!

    EBAY PowerSellers can ship internationally to unconfirmed addys.

    Other sellers, cannot.

    Eastern Europe is a hotbed of fraudulent EBAY buyers.
    I would sell NOTHING there. 50/50 chance you get scammed.

    For what situations will I receive seller protection coverage?

    What is not covered under seller protection:
    "Significantly Not as Described" chargeback claims
    Transactions to non-US buyers
    Transactions to US buyers who do not have confirmed addresses
    Any transactions in which the seller did not follow the SPP guidelines

    The confirmed address doesn't matter. You can't get reliable online tracking information from the Czech Republic. Once it leaves USA the USPS has no control over it.

    If you trust the buyer and like them enough to give them the card and pay shipping for them, take paypal. If not maybe look for a different form of payment.

    You can send it priority mail international or express mail international with insurance up to $5000. If the item isn't scanned delivered you can file a claim, it might take a while, and you can get a refund for lost mail. Your buyer can pay for that but if he does a chargeback obviously you would lose that $.

    I realized I forgot to answer your question.

    Your buyer cannot confirm his addy with PP.

    The USPS insurance only pays for non-scanned items.
    If your buyer takes delivery, the item is scanned, AND
    he can then claim to PP that he never got the item. You
    cannot win a USPS insurance claim for items that were
    scanned as delivered.

    Your USPS scan will NOT help you under PP/SP, BECAUSE
    the addy is not confirmed. You would lose any PP dispute.

    IF you must sell to those people, it is ONLY prudent to insist
    on some form of payment other than PP.

    There are obvioulsy exceptions. If you have a regular customer
    who has proven to be honest, PP to Europe/Asia is fine. And,
    the USPS insurance is fine internationally if you have a trusty
    buyer.

    Why do "conveniences" like Paypal need to be so worrisome at times, eh?
