Why no Jackie Robinson Bowmans from '51-'55?

Seems weird, they produced cards for him in '49 & '50 but then stopped? He would have been a very popoular player at this time with his MVP award, breaking the color barrier & playing for all those great Brooklyn teams, so why stop making cards for him? Topps made his cards during these years, was he exclusive to them the way Mantle was to Bowman in '54 & '55?

Thought this would be a good questions for Jackie Robinson day.

    He was signed and in the Topps issues for 52 thru 55. many of the Stars were in one set or the other.
