Need help on this 1797 BOE Dollar

Here is a 1797 Bank of England Dollar that I own, I was wondering if anyone knows what the story is with the floral counterstamp to the right of the George III c/s?

Have never seen that one. Island of Madura series, perhaps?

I looked at every reference I own on these and have never seen one with the floral thing, looks like I am not alone.

My best guess is it's a chop mark.
