Received a cracked slab and need opinions...

I won this auction and received the card as seen below:
I don't know as if it was sold like this or was damaged in transit, as you can see the photo provided in the auction conveniently does not show the top of the slab.
So I have a few questions:
- I have never cracked a slab, but imagine there would be more frost around the various weld points, correct? The cert matches and the size looks good compared to my other 1955 TAAs, but I just want opinions as if this could have been swapped in light of the damage to the slab?
- Do you have to be a PSA member to get a card reslabbed? I looked through the site FAQ but saw nothing about how to do this, what form to use, or the cost associated with it. Can anyone lend any insight?
- I am contemplating e-mailing the seller to request they provide a partial refund in the amount of the reslabbing fee or otherwise I would like to return the card for a full refund. If I knew it wasn't damaged prior to shipping, I would not bother, but the photo they provided makes me more than a bit suspicious. What would you all do in this situation?

Not sure about the slab, I would call them up on Monday and find out.

IN FACT, if you blow the thing up, you will see that the crack was NOT there in his scan.
We have transit damage here.
I would send it to PSA and get a new slab.
No real point sending it back to the seller.

As a seller it would either be full refund(upon return) or nothing for me. To me most requests for partial refunds are either buyers remorse or other attempts at scamming the seller..
It would be less of a hassle to just submit it yourself for reholdering

I received a 1983 Topps Tim Raines PSA 10, badly cracked , this week. I email the seller , who has a no return policy on graded cards , looking for help. His reply starts out with "Sorry Bro " ,with I have no ideas how to help you. I quickly email him back with 2 suggestions of a partial refund to cover the reholder fee from PSA or a full refund.
I believe he must have had a stroke or something worse as he has not replied back. A NEG is in order, for wonderful service rendered.
I agree about complete refund or no refund. Probably that crack came from a postal clerk or postal machine, not from the seller.

9 times out of 10 the USPs would not pay insurance on that due to inadequate packaging. They would also want to pay for the whole item and take possession.
It was packed like 95% of the graded cards I receive without incident, put into a graded bag and then a bubble mailer. A little cardboard reinforcement and writing "Fragile. Hand Cancel." probably would have avoided this, but at the end of the day, it was just some bad luck and not negligence on the seller's part.
I think, as someone else suggested, I will just put this aside for now and send it to PSA for reslabbing once I have a few more that need a new plastic tomb in order to save some time and shipping costs. My biggest concern was that the slab was tampered with rather than simply damaged and no one has suggested this to be the case.
I forgot to mention that the seller did send it insured, but as Leias pointed out, I would have to surrender the card entirely if the Post Office accepted the claim. Given that I picked this well centered example up below the VCP average, I can get it reslabbed and still be content with the total cost. Finding 1955 TAAs well centered is a task, but especially with the few vertical cards in the set, so I was prepared to pay a bit more accordingly regardless.

Did I see you are trying to dump some vintage baseball to fuel your newly diagnosed vintage football fever? Can BDB officially take credit for converting you? You have picked up some incredible stuff in your short time chasing classic pigskin. Of course, I might not be so thrilled about your recent enlightenment if you were chasing the same stuff I am. Keep them coming... and remember, baseball is just a poor attempt to help pass the time during the NFL offseason.

You are correct sir! Big Daddy Bowman is to blame for my addiction! I put my Baseball up to see if any offers would present themselves but unfortunately that hasnt been the case- Im not sure just yet but eventually you could see them on the Bay as the need to fuel my Vintage Football grows by the day! Everytime I see YOU and BDB posting new pics on the Mail Call thread I jump right on Ebay
