March 14, 2008 GreySheet Supplement

Quick Question -
I've not been following the coin market for long, about 3 years. But been exposed to collecting since I was born...
So recently I was reading the March 14, 2008 GreySheet Supplement and noticed that on the last page the CCDN Coin Market Index. There was this huge drop from index 1050 to about index 700 from yr 1990 to yr 1991.
It's since recovered alot, but does anyone know why this happened? I'm just curious.
