<< <i>What should the buyer/seller do? >>
Get used to it.
The fees are refunded to you too.
In your case I'd have emailed the buyer and told him that you do not have a refund policy I guess.
Not sure what you do now.

As a seller, I would contest this, but I would also be prepared to lose.
Why do you have an AS-IS policy? Is there something wrong or odd with the goods? Can you refer to your listing?
Would be a good lesson to learn, though, about being CLEAR in the listing on refund/no refund. As-is may or may not be noticed/understood. Clearly stating "No refunds" is what I would do unless I was trying to be sneaky. If the item was returned because of a problem that I didn't describe AND picture, then I would refund with no expectations. If it was just because the buyer changed their mind/couldn't flip it, then I think the shipping charge should not be refunded.
I would also "out" the buyer as they are either trying to play the system or aren't a good buyer anyway.
I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

I don;t know about you but for me, PayPal takes the 3% fees out of the total I refund. In other words, if I refund $10.00, PayPal refunds 9.70 to the buyer and gives me .30 cents. I usually have to play with the refund to get it to come out to $10.00 for the buyer.
Am I doing something wrong or is this the way its supposed to operate? I don;t like it by the way.
The name is LEE!
If you refund $10.00 to the buyer...$9.70 comes from your account...$0.30 comes from PayPal in the form of a refund of the fees. You only got $9.70 of that $10.00 in the first place.
The paypal fee refund isn't going to you...it's going to the buyer. The sum of your refund + the paypal fee refund should be exactly what the buyer paid.
Perhaps I am missing something? Or completely wrong? It's happened.
Are you sure you aren't looking at your account debit numbers and not the buyers credit number?
