I had an a couple of auctions end 3/7 with the winning bidder fransoph1. I have yet to recieve payment. What should I do? I don't want to get a retalitory neg by negging him.

Hmmm - interesting.

Has a lot of recent activity - and speedy payments.

In any event, he is a non-paying bidder and you should report him as such - way too much time has passed...

Yes I've emailed him twice now with no response to either email. He asked if he could wait til the 19th because of a major storm they had and I told him that was fine. I sent him two emails since the 19th asking about payment and no response or payment.

Then file an Non-Paying Bidder report against him. eBay will contact him and give him one more week. If he does not pay, you will get a credit for your listing fees.

Well, it seems to me that you have been extremely patient. I would file the NPB complaint as soon as possible.
You don't have to worry about negative feedback from deadbeat bidders... It will be removed upon application to eBay.

Sometimes, the non-paying-bidder nudge is all that is needed to receive proper payment, in my experience.
