Anybody trying ebays 1 cent listings and having problems?

I listed some cards yesterday that met all the criteria to have a 1 cent listing fee, and everything worked great. Now tonight, it doesn't seem to be working, it is charging me 15 cents an auction. Anybody else dealing with this? eBay Live help seems to be down as well, I keep getting disconnected from the server after a couple seconds. I had a ton of items I wanted to list tonight, but don't want to until I found out what is going on.

Sometimes when they do these promotions, at the bottom of my listing page it will show full listing fee charges. If you go ahead and submit the listing and then check the invoice section of your sellers' account, specifically at the itemized listings since your last invoice part, you'll see a credit for the promotional discount. So in this case, your invoice section may show a 15 cent charge filed by a 14 cent promotional discount. I had to get on their live chat awhile back to get clarification on this.
