PCGS Coin Numbers in Registry Sets

I don't quite get the coin type numbering that PCGS uses. I have a slabbed 1949-S penny graded MS-66-RD. The coin number is 2776.66/#####, where ##### is the registration number.
.66 is the grade, isn't it?
So, that leaves 2776. If I look at the coin number lookup page on their website, I can see that the number 2776 matches my date, mint, and denomination.
But if I go look at a coin set in the registry, like this one, I see the 1949-S is given the number 2774. I can't find the number 2774 in the lookup page.
If I go look at a different coin set, like this one, the 1949-S is given the number 2776 like I would expect.
Why do some collections have different numbers? Is there a place I can find all the numbers, with their corresponding descriptions?
