I used to be somebody, now I'm just a coin collector. Recipient of the coveted "You Suck" award, April 2009 for cherrypicking a 1833 CBHD LM-5, and April 2022 for a 1835 LM-12, and again in Aug 2012 for picking off a 1952 FS-902.
I found it, under "Seller Account" on the My eBay page.
Yippee, I qualified for the 15% discount. Now I can buy that new sports car I always wanted....

What does that mean? It looks like I got hit with a 4.7 on shipping charges for only charging actual costs, not a penny more It looks like I will get the 5% though.

It means the dollar amount hasn't been calculated yet. That will happen when it's closer to invoice time.

Yes, the FVF discounts are currently only for Powersellers. I say currently, because my gut tells me that eventually eBay will roll it out for all sellers.

I think I should start charging more, or ship slower or something! My ratings are too high, I'm probably leaving money on the table. I'm sure I could save money by cutting corners or increasing shipping charges. All my 30 day averages are 5 and I have %100 feedback.

Not sure if your comment is tongue-in-cheek, but charging more for S&H seems to raise a red flag. I'm a very small seller, but have been selling off stuff recently. I revised a listing that originally had S&H of $2.50 for a $99 item. When I revised the bid down to $15.95, a red message appeared on my revision form. It stated something to the effect that my S&H was out of line with comparable items(not sure if they were directly comparable or not). It went on to say that my listing could be removed for excessive S&H charges. What a crock. I then revised again, as I really needed to drop the S&H down anyway, and the message disappeared.
It really sucks if you've got a final bid that's relatively low but the item weight results in a higher S&H to price disparity. I fully expect to hear complaints (rightly so) of listings being suddenly removed due to the eBay S&H software police.
DSRs are a joke. I ship same day/next day and my "Shipping time" rating is 4.7. I guess I should be using my time machine to go back to before the buyer bids to ship his item to him.

Might not be. eBay got it implemented later than they said they would, so it wouldn't be a surprise that they haven't got it completely rolled out.

It appears that some large sellers will save about $300 to $500 per month
on FVFs by obtaining the maximum discount for "fair shipping charges."
BUT, the same sellers could make another $2000.00+ per month by
INCREASING their S+H charges and waiving the FVF discounts.
PSYCHO buyers will make the discounts difficult to maintain, anyway.
MANY sellers offering "FREE" shipping are currently NOT getting
the top-ratings.
