    Yes, it's a commemorative medal struck to honor the Yeoman Warders of the Tower of London. These chaps (and ladies!) are the so-called Beefeaters you see in old-fashioned red uniforms, sometimes carrying halberds. They are not only ceremonial guards, but also famous for their in-depth knowledge of the history of the Tower, which covers hundreds and hundreds of years and involves coinage, royalty, assassinations, executions, imprisonment, betrayal, the royal family's jewels, etc.
