I have seen these cards on Ebay and Naxcom. I don't know anything about them or what SSPC stands for, they seem like they are fairly cheap to purchased.
They are cheaper and less desireable than the mainstream cards, but there are a lot of great head shots in the set. You can get some great PSA 9's of Yount rookies and other great stars for a fraction of the cost of their Topps counterparts.
SSPC published two sets in 1975 and 1976. Not sure how they were distributed, but both sets were very similar in design (i.e. they had none). The front of the cards were full-bleed photos, with the back containing stats on a white background.
They never were accepted by mainstream collectors, and so remain very cheap today. For example, the 1975 Yount and Brett SSPC RC's are not recognized as true RC's and go for about a tenth of their Topps RC's.
They're not "full bleed" photos (that would mean the cards are borderless). They do have a white border and picture but that's it (think 1953 Bowman Color). The backs come with a simple write up in one of five or six different colored letters.

He might have been thinking about the Broders. Those were actually nice cards too, in the beginning anyway, but never licensed by MLB.
Those of use who collected autographs back then loved these cards for the borderless design and the stock was non-glossy so they took any kind of ink really well. These cards look really nice when signed. However after some time had passed some of the players realized they never got paid for being on those cards and many refuse to sign them or will only sign the back. I have about 40% of the set signed but it's gotten to be too hard to find any more and I just might break up what I have. Here are some examples:

I always liked the simple design of the set - and they sold cheap years ago - some hoarded them thinking they would eventually increase in value - but I don't think so - and who knows how many sets were printed/reprinted with the same plates?

There was only one full set made in 1975, but issued in 1976 (600+ cards). There was a set, test set?? That was issued in 75.
