Specifically the surface wear, does that bring down the grade significantly?
This looks 5-ish to me (three dinged corners) but will that surface wear bring it down a ton?

6.5 is a little optimistic, I think.
The corners alone would be a 5 maybe 5.5, but I'm really looking forward to opinions specific to the surface wear.
Anyone?

White dots could mean paper loss. You should ask the seller for elaboration.

I have a beautiful 54 Al Kaline with minor paper loss on the front it was given a PSA 1, yours does not seem as noticable as the Kaline so maybe a 2 or 3. Hard to say without having it in hand or a larger scan. still a nice card .
VG-EX 4: Very Good-Excellent.
A PSA VG-EX 4 card's corners may be slightly rounded. Surface wear is noticeable but modest. The card may have light scuffing or light scratches. Some original gloss will be retained. Borders may be slightly off-white. A light crease may be visible. Centering must be 85/15 or better on the front and 90/10 or better on the back.
VG 3: Very Good.
A PSA VG 3 card reveals some rounding of the corners, though not extreme. Some surface wear will be apparent, along with possible light scuffing or light scratches. Focus may be somewhat off-register and edges may exhibit noticeable wear. Much, but not all, of the card's original gloss will be lost. Borders may be somewhat yellowed and/or discolored. A crease may be visible. Printing defects are possible. Slight stain may show on obverse and wax staining on reverse may be more prominent. Centering must be 90/10 or better on the front and back.
I guess I was over-estimating.
And, in the long run, I think those white dots over his right shoulder would bug the heck out of me.

Oh, get over it. Just get a red marker and color in the white dots so you don't have to stare at them!
And an exacto razor to clean up those corners while you're at it too...

I think they are print type dots.
Also they may appear worse in the scan?
The scan being so large.
Still I have to wonder why that card is not slabbed.

Personally, I wouldn't even think about purchasing a raw high $ card from him but that's just my opinion.

I understand why you don't understand my concern.
On first blush, I didn't notice anything either.
However, looking deeper into it, I started to have that funny feeling, and not in a good way.
In the past 3 or so months, he's sold a total of 7 "vintage" cards out of about 50 or so sales.
However, of said 7 sales, 5 of the buyers had less than 75 FB.
And of said 5, 2 were the same low feedback buyer and both "NM - MINT" self-graded cards were returned (Jan 8th & 9th).
The dude could be 100% legit but on a high priced raw card, I would ask for elaboration on the alleged white spots.
Did you happen to ask the Seller about the white spots?

I did... their response was useless.

Scratches would imply paper loss, right?
When 2 cards get stuck together and you get a result like that it is more then likely paper loss.
I asked the seller the same question, I wonder what he will say to me?
