In my somewhat limited experience, I have found that probably the top 8 overgraded cards that I have owned are either the first or last card in the given set. I have a PSA 4 #1 Williams from 1954 that is downright ugly (I will post a scan to it when I get a chance). Also own / have owned multiple #210 Snider (last card) and #1 Dusty Rhodes from the 1955 Topps set (all PSA 4, 5, or 6) that are overgraded by at least 1 full grade.
In any case, the #250 Williams from the 1954 set is an awesome card in any condition. The back of that card may be my favorite baseball card back of all-time.
Looking at yours, nothing jumps out at me as being that out-of-line for a PSA 4. The centering isn't great, but every thing else (color, edges, surface) look real nice. Here's a 1954 Mays in PSA 4 (just ended on ebay) that I would say is similar to your splinter (I like your card better):
Currently the only 4 splinters that I own. Would like to cross the 48 to PSA as I think it's a 7 (I've seen 7-9 with worse centering)...maybe someday I'll try it.
