I know squat when it comes to T-206's, so I can't offer any tell-tale signs the wagner is fake. But why in the world would GAI slab such a thing? Slab tampering perhaps?
The letter states the cert # is: 10043898 with a grade of 5.
Now the seller states a number different then the letter: 10045031
So what number is it?
This card has been graded and authenticated by Global's team of experts. It is authentic as long as it stays encapsulated within the Global Card Holder.
Manufacturer 0 1909-19 Sweet Caporal N/A Player TOBACCO PACK Sport Baseball Cert Number 10043898 Grade 5
Manufacturer 0 1909-19 Sweet Caporal N/A Player TOBACCO PACK Sport Baseball Cert Number 10045031 Grade 8
Something fishy with the two different cert#'s

I think the question is how exactly a reprint got into the "non reprint" pack of cigs. Obviously one of two things happened, the seller cracked the slab, or GAI authenticates things even though there was a reprint stuck in the package before being sent for grading. Both of which suck. Or maybe there's a more sophisticated scam going on, who knows.

I have never heard of the cards being visible in the actual packs. Had GAI actually graded that thing they would have had a media storm on it. Look at the cigarette pack and the actual card there is no way they belong together. Where is the glassine wrapper around the card? This would be visible like on the other side in front of the card.

Not in exact words, only stated that it has sold as a reprint, giving the false impression that it still could be real.
Uhmmm I beg to differ, he says he is selling it as a reprint.
